  The European Union will insist on a phased approach to talks with the U.K. that deals with divorce terms and formalizes Brexit before concluding a trade deal, draft guidelines of its negotiating positions obtained by Bloomberg News show.
“The Union’s overall objective in these negotiations will be to preserve its interests, those of its Member States, its citizens and its businesses,” the guidelines say.
Any free trade deal would should not amount to single market access, the draft say.
“An overall understanding on the framework for the future relationship could be identified during a second phase of the negotiations under Article 50.”
